Bell - Accused Of Internet Speed Throttling
There has been an admission by Bell that it uses deep packet inspection, to slow down online traffic and says that it is mostly aimed at those subscribers who use peer to peer applications during peak times.
Google says that “Bell is violating Canadian telecommunications law by choosing to slow internet traffic so they requested the Canadian Radio - Television and Telecommunications Commission to take action. They are quoted as saying ” From consumer competition and innovation perspectives, throttling applications that consumers choose is inconsistent with a content application-neutral Internet and a violation of Canadian telecommunications law, which forbids infair discrimination and undue or unresaonable preferences and requires that regulation be technologically and competitively neutral”.
CAIP, Canadian Association of Internet Providers, is representing 50 small internet service providers, delivering services using parts of Bell’s network and has filed a complaint against Bell, on their behalf.
The ruling on the dispute between Bell Canada and the third party internet service providers, has now been delayed by
the Canadian Radio - Television and Telecommunication Commission
CRTC now says that they will rule on the dispute by the 31st of October, 2008.
